August 24, 2010, the opening ceremony of China’s Innovation Circles and Academya Network on Learning, Innovation and Competence Building Systems (CICALICS) Workshop successfully took place in the international conference center in Zijingang Compus, Zhejiang University. Experts and Scholars from 11 countries, including Britain, France, Sweden, Netherlands, Belgium, Denmark, Mexico, Australia, Japan, Korea and China, gathered together to deliberate the innovation and transformation of development.
CICALICS was initiated by Globelics, namely the Global Network for Economics of Learning, Innovation and Competence Building Systems, and now it is an important chapter of Globelics. CICALICS organizes a Workshop and an Academy every year. It dedicates to providing experts and research fellows an extensive, open and cooperative access to exchanging opinions and information. In the year 2010, sponsored by National Natural Science Foundation of China (NSFC), Y.C.TANG Disciplinary Development Fund, Zhejiang University,and School of Management Zhejiang University, the Workshop would proceed with a deep-going discussion subjected on “Economic Restructuring and Sustainable Development of Developing Countries after the Financial Crisis.”
In the morning, Professor WU Xiaobo gave a keynote speech of the innovation and competence building system. He shared the latest achievement in both theory and case research on industrial clusters of regional economic development in Zhejiang Province.
Professor Franko Malerba from Italian University of Bocconi, gave the speech “Catching up in different sectoral systems.” He pointed out that catching is a kind of knowledge learning and innovation rather than coping. He stressed that differences in industrial structure, demands, capacities, distinctions in knowledge and so on, have significant influence on catching.
Professor Elizabeth Garnsey from Cambridge University introduced innovation in technological clusters by presenting the case of Cambridge’s high-technology industry. She analyzes how industrial clusters impact on innovation from the perspectives of politics, economics, society, and ecosystem, especially from that of culture, which contributes to acknowledge in common.
In addition, Professor Antony Arundel from University of Tasmania proclaimed the ways and outcomes of innovation based on non-R&D. Researcher SHI Yongjiang from Manufacturing Research Center, Cambridge University shared his work on Carbon-business Model based on commercial ecosystem. Professor Anton Kriz gave the speech “Chinas Next Big Challenge: Mastering the Art and Science of Creative Technology.” In the speech, he talked about "Joseph Needhams Enigma" and came up with classification of creative technology.
Later in the afternoon, there were 2 forums, during which splendid speeches and discussions expressed everyone at present. Our guest speakers at the forums include: Professor WU Yanrui, University of Tasmania, Professor Yoon Minho, Seoul National University, Researcher Jennifer Frances, Dr. KE Rong , Cambridge University, Dr. ZENG Deyi, Taiwans National Chengchi University.
